The work of setting up of Intra-District SDHQ - DHQ OFC network for transport of rural/remote area traffic on bandwidth sharing basis in Assam Licensing Area was awarded by Universal Service Obligation Funds (USOF) to BSNL. An agreement was signed between BSNL and USOF on 12.02.2010. As per this Agreement, SDHQ - DHQ connectivity was to be provided in all the 27 Districts covering 354 nodes consisting of District Headquarters (DHQ), Sub Divisional Headquarters (SDHQs) and few enroute locations. The Network was to be rolled out in 18 months period from the date of signing of the Agreement i.e. by 11.08.2012. Subsequently number of OFC nodes to be commissioned has been revised to 323 vide letter dated 10.06.2016 after dropping 37 nodes owing to various reasons and addition of 6 BHQ nodes not covered earlier. The Roll out period has been extended upto 30.06.2017 for commissioning of the balance 11 nodes [7 nodes in two districts of North Cachar & Karbi Anglong and additional 4 BHQ nodes] upto 30.06.17 without Liquidated Damage vide letter dated 22.02.2017.Subsidy of Rs. 98.89 Crore to be provided by USO Fund.
The network consists of 24 Fibre, G.652, optical fibre cable, Add-Drop Multiplexing equipment (STM-16) conforming to ITU-T Standards shall be installed at all nodes. Most of the stations shall be covered with selfhealing rings.
